WHO MAY APPLY: All Maryland residents residing in Maryland Legislative District 25 attending a college, university, trade school or equivalent in the State of Maryland are eligible for the House of Delegates Scholarship. Current high school seniors and full-time or part-time, degree-seeking undergraduate, graduate students, and students attending a private career school may apply.

HOW TO APPLY: Follow this link or scroll below to complete my 2022-2023 Del. Nick Charles Scholarship Application. You should also complete and submit a Free Application for Federal Student Aid (FAFSA) if you haven’t done so already.

You must enroll at a two-year or four-year Maryland college or university as a full-time (12+ credits per semester) or part-time (6-11 credits per semester), degree-seeking undergraduate or graduate student, or attend certain private career schools. Students attending out-of-state schools are welcome to apply, but in order to receive a scholarship award, the intended major or program of study must be unique to the out-of-state school and not available at any Maryland institution.

ESSAY TOPIC: You should address your opinions on this Session's proposed legislation to legalize adult recreational use of marijuana in Maryland. Do you believe the legislature got these bills right and why? Include your recommendations to fix the system if you believe the legislature did not meet your expectations in addressing the issues surrounding the legalization of marijuana for adult recreational use in Maryland.  Please do not hesitate to include any personal experiences that you are willing to share on how you, a friend or a family member may have been impacted by existing laws and the current legal system surrounding the recreational use of marijuana, and how you believe passing this constitutional amendment and accompanying legislative measures may impact you or them now, for the better or worse. (Detailed information on legislation can be found by scrolling all the way to the bottom of the page)

DEADLINES: Complete and submit my 2022-2023 Del. Nick Charles Scholarship Application by Wednesday, June 1, 2022 at 11:59PM.

ELIGIBILE MAJORS: All majors are eligible for scholarships. Students with a “unique major” may be eligible for a scholarship to an out-of-state school, pending approval by the Maryland Higher Education Commission. Majors are considered to be unique when they are not offered at any Maryland university or college. To verify unique major status, students must complete the Unique Major Application and submit it to the Higher Education Commission with the required documentation.

AWARD AMOUNT: The minimum annual award is $1,000 and may be held with all State awards. The total dollar amount of all State awards may not exceed your cost of attendance as determined by your school’s financial aid office. Funds may not be available to award all eligible students. Awards are not automatically renewed. You must re-apply each year to your delegate(s).

Due to the amount of scholarship request, this is a competitive scholarship application. Your essay will be reviewed by our scholarship committee and selected for award. The writer of the top essay will receive a $2,000 scholarship award and will get to work with my office to author their recommendations into law.
