HOW TO APPLY: Please scroll down. You should also complete and submit a Free Application for Federal Student Aid (FAFSA) if you haven’t done so already.
You must enroll at a two-year or four-year Maryland college or university as a full-time (12+ credits per semester) or part-time (6-11 credits per semester), degree-seeking undergraduate or graduate student, or attend certain private career schools. Students attending out-of-state schools are welcome to apply, but in order to receive a scholarship award, the intended major or program of study must be unique to the out-of-state school and not available at any Maryland institution.
ESSAY TOPIC: Juvenile Justice Reform
DEADLINES: The 2024-2025 Application is now open. You must submit your application before Friday, June 7th at 11:59PM.
ELIGIBILE MAJORS: All majors are eligible for scholarships. Students with a “unique major” may be eligible for a scholarship to an out-of-state school, pending approval by the Maryland Higher Education Commission. Majors are considered to be unique when they are not offered at any Maryland university or college. To verify unique major status, students must complete the Unique Major Application and submit it to the Higher Education Commission with the required documentation.
AWARD AMOUNT: The minimum annual award is $1,000 and may be held with all State awards. The total dollar amount of all State awards may not exceed your cost of attendance as determined by your school’s financial aid office. Funds may not be available to award all eligible students. Awards are not automatically renewed. You must re-apply each year to be considered for the scholarship.
Due to the amount of scholarship request, this is a competitive scholarship application. Your essay will be reviewed by our scholarship committee and selected for award. The writer of the top essay will receive a $2,000 scholarship award and will get to work with my office to author their recommendations into law.
